WATPA: Public Listserv Service

After many months of effort and the support of WLS, the new public listserv
software is in place. It's a big improvement over the previous version and
(for our purposes) supports a very large number of subscribers.

We copied over all of the old information, but if you are an administrator
(or know one), please contact me as their is a new administrative interface.
