I've seen the same thing. At least at home my email program allows me to see headers first, without downloading the whole thing, so these spams get deleted unseen. I can usually tell by the sender's email address from places like Russia, Korea or other locations I don't know anyone.
I did come across some software to filter out spam. I think the company name is Brightware. Some of the ISPs use this.

Hi! Is it just me or is there a mega bump up in unsolicited coml email? My
mailbox is full of junk. I read somewhere not long ago that before long
(2003? 04?) that 97% of email would be junk, just like USPS. Have you
heard anything in ISP-land regarding stats?
Is anyone else experiencing the same thing?
