Thanks for the reply. Yes, the idea is to make the resources available, not
to override local authority. The one central person would have the knowledge
and ability to deal with cable operators. A file of all the local contracts
and good working knowledge of the PSC regulations and FCC laws. Really don't
need much more than that.
